SAPS launches Anti-Corruption Strategy to tackle corruption within its ranks.
Pretoria, 29 June 2018: The South African Police Service (SAPS) launched its Anti-Corruption Strategy today at the SAPS Academy Tshwane in Pretoria. This in line with reaffirming the organisations commitment to combat fraud and corruption within its ranks.
The Launch of the strategy coincides with Africa Public Service Month, which is annually celebrated in the month of June with this year’s theme: Winning the fight against Corruption. A sustainable path to African Public Sector Transformation.
The Strategy sets out the strategic objectives to be pursued by management of the Service in terms of preventing and combating corruption within the SAPS.
The Strategy is based on five broad pillars:
• Leadership Imperative
• Prevention of Corruption
• Detection of Corruption
• Investigation of Corruption
• Resolution of Corrupt Activities
The Service has already laid a foundation for the strategy with the establishment of the Integrity Management Service Section within the Division of Personnel Management on the 1st November 2016.
The Section comprises of 19 ethics officers at national level and plans are already afoot to establish capacity in all nine provinces.
In line with Government prescripts such as Chapter 2 of the Public Service Regulations 2016 the SAPS has developed and implemented the SAPS Employment Regulations Act of 2017. The regulation amongst others prohibits members of the SAPS to refrain from the following:
• Conducting business with any organ of the state
The SAPS has also implemented a national instruction which prohibits member of the SAPS from conducting remunerative work outside the SAPS in the following fields:
• Taxi industry
• Liquor industry
• Security industry amongst a host of other sectors
These activities are monitored through verification of financial disclosures, integrity assessments and lifestyle audits.
In his welcoming speech, The National Commissioner of the SAPS, General Khehla Sitole sent a stern warning to members who may be involved in corrupt activities,
“The SAPS is a leading role player in the criminal justice system and cannot afford, neither will we tolerate any unethical behaviour or corrupt members within our ranks. Corruption undermines the rule of law. As the SAPS management, we are determined to fight corruption wherever and whenever it manifests, and we will ensure that the perpetrators are brought to book”
During the launch, Top Management of the SAPS including all nine provincial commissioners, signed an Ethics and Integrity pledge as a symbolism to their commitment in fighting corruption within the Service.
“Lifestyle audits must be conducted within the organization starting from a Constable to senior management, and have time frames attached. Corruption is a cancer that’s hits hard on the poor South Africans, let us all rise and walk together to fight the scourge of corruption. Our SAPS members are here to serve and not to get rich quick with a ‘street allowance’.
Our members must not be swallowed in the corruption of autocrats,“ concluded the Minister of Police, Mr Bheki Cele.
